Top EOR providers in Portugal

Our shortlist at a glance, ranked by overall fit for teams hiring in Portugal. Read on for the full breakdown of each.

Which EOR fits your Portugal hiring plan?

For a first hire in Portugal, establish who will employ the person and what the full quote includes. For a stable, growing team, compare the ongoing EOR service with the responsibilities and costs of running a local entity.

Questions to resolve before making an offer

  • Who completes the employment and Social Security registration steps, and what documents will they need?
  • Does the quote use the same annual salary and payment schedule as your offer to the employee?
  • If the person needs permission to work, which checks and services are included before onboarding?
  • For an employee transfer, who reviews continuity of employment, accrued benefits and the transition date?

Compare quotes using the same hiring plan

Give each provider the same annual gross salary, benefits, start date and expected duration. Ask for the recurring service fee, statutory employer costs and optional services separately. Keep refundable deposits separate from expenses, and check whether a monthly price requires annual billing.

Read the Portugal hiring guide and its sources. For a growing team, compare local entity responsibilities as well as service fees before choosing a route.

Why use an Employer of Record in Portugal?

Using an Employer of Record (EOR) in Portugal offers several key advantages for companies looking to expand their operations:

  • Mandatory thirteenth salary built into payroll. Portugal requires a thirteenth-month payment on top of standard salary, which changes the effective monthly cost of an employee and has to be budgeted and paid on schedule.
  • Social security registration handled without a startup lag. Employers owe 23.75% of gross pay in employer social contributions, on top of an 11% employee share, and both require registration with the Portuguese social security system before the first payslip.
  • Notice and severance that scale with tenure. Portuguese notice runs from 15 days for employees under a year of service up to 75 days for those past ten years, and severance is calculated in months of salary per year of service.
  • Collective bargaining coverage far wider than union membership suggests. Union density sits at 13.9% but collective agreements cover 83.3% of employees (2023 data), meaning sector-level terms often apply regardless of whether a given hire is a union member.
  • Probation and just-cause dismissal rules that punish improvisation. After a 90-day probation period, Portugal requires documented objective grounds for dismissal and a defined procedure.

What to pay attention to when selecting an EOR in Portugal?

These are the compliance points that make hiring in Portugal complex, and what a good EOR should be handling for you:

  • Assuming at-will termination exists. Portugal's Labor Code requires just cause and objective grounds for dismissal once probation ends, backed by an overall employment protection score of 2.87 out of 6.
  • Missing the applicable collective agreement. With 83.3% of employees covered by collective bargaining against only 13.9% union density, a sector agreement can set pay floors, working hours or leave terms above the statutory minimum wage (920 EUR a month as of 2026, subject to periodic revision) even for non-union staff.
  • Getting notice and severance bands wrong. Notice runs in four bands, from 15 days under a year of service to 75 days past ten years, and severance is calculated in months of salary per year of service.
  • Underbudgeting the thirteenth salary and full leave entitlement. Beyond the mandatory thirteenth-month payment, employees accrue 22 days of annual leave plus 13 public holidays, and parental leave provisions extend to roughly 24 weeks combined with 6 weeks of maternity leave (figures drawn from OECD family database benchmarks and worth confirming against the current rule at hiring time).
  • Treating the 90-day probation period as a low-risk phase. Probation shortens some procedural requirements, but it does not remove the need for proper contract terms, correct classification, and social security registration from day one.

RemoFirst
Our top pick
RemoFirst platform screenshot

Our verdict

RemoFirst is one of the most price-competitive EOR providers available, starting from $199 per month for employer of record services and from $25 per month for contractor management across 179 countries. The pricing and coverage breadth make it a strong fit for cost-conscious teams hiring internationally at scale, though its 2021 founding means it carries less of a track record than longer-established competitors, and HR software integration options are currently limited.

Best for: Early-stage and growth-stage companies that need to hire employees or contractors across multiple countries quickly and want to keep per-seat costs low.

Pros & cons

Pros

  • Extensive coverage across 180+ countries
  • Quick 24-hour onboarding process

  • Complete contractor management at $25 per contractor
  • Included health insurance options through RemoHealth

Remote
Remote platform screenshot

Our verdict

Remote covers 186 countries and operates through directly owned local entities, which gives it a strong compliance footing but also drives pricing that starts from $599 per month for EOR services. The owned-entity model, combined with tools like Remote IP Guard and stock options management, makes it a serious option for companies that need more than basic payroll. Smaller teams or those with straightforward needs may find the feature depth more than they require.

Best for: Growth-stage or mid-market companies hiring internationally across multiple countries that need built-in IP protection, equity management, and benefits administration under one platform.

Pros & cons

Pros

  • Direct ownership of local entities ensures better control and compliance
  • Strong intellectual property protection through Remote IP Guard
  • Complete suite of HR tools including recruitment and relocation
  • Dedicated stock options management capabilities
  • Extensive contractor management coverage
  • Strong benefits administration system

Cons

  • Full-time (EOR) employment coverage is more limited than its broader contractor and payroll reach
  • Premium pricing due to owned-entity model
  • More features than small companies might need

Third-party reviewers rate it highly across multiple platforms, though new users may face a learning curve with the platform interface and email support response times can be inconsistent.

Best for: Startups and small-to-mid-sized businesses that need fast international onboarding, equity management support, and predictable pricing without committing to a large enterprise contract.

Pros & cons

Pros

  • Competitive pricing structure ideal for startups and SMEs

Hire with Columbus

Our verdict

Hire with Columbus offers EOR and payroll services from $179 per month with no setup fees, making it one of the more affordable entry points for companies hiring across 185 countries. The platform is designed for simplicity, with onboarding completed in 24 to 48 hours and built-in benefits options. The main trade-off is that enterprise-level features and third-party integrations remain limited, which may constrain teams with more complex operational needs.

Best for: Hire with Columbus fits small to mid-sized companies that want straightforward, low-cost international hiring without setup fees or lengthy onboarding timelines.

#5
Deel

Our verdict

Deel covers 153 countries with EOR services starting from $599 per month, making it one of the broader options available for companies hiring across multiple regions simultaneously. The platform consolidates employment contracts, payroll, benefits, and tax filing into one interface, which reduces the operational overhead of managing separate tools. The trade-off is pricing that sits at a premium compared to some competitors, and benefits customization beyond standard packages is limited.

Best for: Companies scaling international teams across multiple continents who need a single platform to handle compliant hiring, payroll in multiple currencies, and locally relevant benefits without assembling point solutions.

#6
Pebl (formerly Velocity Global)

Our verdict

Pebl (formerly Velocity Global) covers 175 countries and draws strong compliance ratings on G2, making it a credible choice for companies that prioritize legal certainty over cost. Pricing is available on custom quote only, and some workflows still require human involvement, which may not suit teams expecting full automation.

Best for: Mid-to-large teams hiring across multiple regions who need localized compliance support and broad HRIS integrations rather than the lowest possible per-seat cost.

★ 4.9 across 4,935 reviews · $399 / employee / mo

#7
Rippling

Our verdict

Rippling suits companies that want HR, IT, and finance tools consolidated in one platform alongside EOR services, reducing the need for separate software stacks. The main trade-off is cost and complexity: EOR pricing is not published and needs a quote, and the breadth of the platform can require meaningful onboarding time for new users.

Best for: Tech-forward companies that already manage distributed teams and want payroll, IT provisioning, and compliance handled inside a single connected system.
