Best Employer of Record Providers in Europe (2026)
This page is for companies hiring employees in more than one European country without setting up local entities, and trying to work out which Employer of Record providers actually cover the countries they need. It settles the coverage question first, then the price and rating trade-offs that follow from it.
How we ranked: Providers covering at least half of the 53 countries and territories we track in Europe, rated at least 4.0 from at least 100 counted customer reviews. Score is 70% share of the region covered and 30% rating. Ratings are smoothed toward the pool average with a prior of 1,000 reviews, so a small review base cannot outrank a large one on a tenth of a point. Ratings are the review-weighted average of G2, Trustpilot and Capterra, the platforms’ own scores, not ours; Glassdoor (employee reviews) is not counted.
EOR Overview tracks 144 published EOR providers. The rule for this shortlist: cover at least half of the 53 countries and territories we track in Europe, hold a rating of at least 4.0, and have at least 100 counted reviews behind that rating. 19 providers met that bar; the top 8 are listed here, ranked 70% on share of Europe covered and 30% on rating. Multiplier and Globalization Partners cover all 53 countries, both at the top of the list. Pebl carries the highest rating at 4.9/5 across 5,468 reviews but covers 40 of 53; Deel carries the largest review base at 20,427 but covers 43 of 53. Pricing among those that publish it spans from $319 (Rivermate) to $699 (Remote) per employee per month, so coverage, rating and price move independently of each other.
Why use an Employer of Record to hire across Europe?
An Employer of Record lets a company put staff on payroll in a European country without registering a local entity there. For hiring spread across several countries at once, that removes the slowest and costliest part of expansion: entity setup, repeated per country.
Entity setup burden. Registering a legal entity in one European country can take weeks and carries ongoing filing and accounting obligations; doing this for three or five countries multiplies that cost before a single employee starts.
Coverage gaps inside "Europe". Europe is not one jurisdiction. Providers on this list cover between 40 and 53 of the 53 countries and territories tracked here, so a shortlist built for "Europe" still needs a country-by-country check against the actual hiring plan.
Local employment specifics. Notice periods, probation length, termination process and statutory benefits vary by country. An EOR is the entity of record and carries that compliance burden, but the rules still vary by country and should be checked per hire.
Speed to hire. Once a contract is signed, an EOR can typically onboard an employee faster than a new entity can be registered, which matters when a hire has a fixed start date.
Contractor-to-employee conversion. Companies that started with contractors in Europe and now need to convert them to employees benefit from providers that publish both contractor and EOR pricing, since the switch stays with one vendor.
What should you check before choosing an EOR provider for Europe?
Coverage count is the first filter, but it is not the only one. Pricing model, contractor options, integrations and review depth all change which provider fits a given hiring plan, and they don't move together.
Coverage depth against your actual list. Multiplier and Globalization Partners cover all 53 countries in Europe; the rest of the top 8 range from 40 (Pebl) to 47 (Papaya Global). A provider with full coverage is not automatically the right pick if the hiring plan only touches five countries a narrower provider also covers; check the specific countries, not just the total.
Pricing model. Published EOR rates in the top 8 range from $199 (RemoFirst) to $699 (Remote) per employee per month. Globalization Partners and Pebl list price on request instead, which means the total cost only becomes comparable after a sales quote.
Contractor conversion path. Multiplier, RemoFirst, Deel, Rivermate, Papaya Global and Remote each publish a separate contractor rate alongside their EOR rate, from $25 (RemoFirst) to $199 (Papaya Global) per month, useful if some hires will start as contractors before converting. Globalization Partners and Pebl do not publish a contractor rate on this list.
Integrations. Verified integration counts in the top 8 range from 1 (Rivermate) to 54 (Remote). A low count is not disqualifying for a simple payroll setup, but it matters if the hire needs to sync with existing HRIS or accounting software.
Review base and rating stability. Ratings here are smoothed toward the pool average with a prior of 1,000 reviews, so Rivermate's 4.8/5 across 174 reviews and Deel's 4.7/5 across 20,427 reviews are not read at face value against each other; a large review base counts more heavily than a small one at a similar rating.
Exit and transition terms. Ending a contract with an EOR mid-employment, or moving an employee to a newly-registered local entity later, involves a handover process that varies by provider and should be confirmed before signing.

Third-party reviewers rate it highly across multiple platforms, though new users may face a learning curve with the platform interface and email support response times can be inconsistent.
Best for: Startups and small-to-mid-sized businesses that need fast international onboarding, equity management support, and predictable pricing without committing to a large enterprise contract.

Cons

53 of 53 countries in Europe, 4.4/5 across 1,268 reviews
Our verdict
Globalization Partners is a well-established provider covering 188 countries, with entity ownership in most of its markets and a technology platform that connects with major HR tools. Pricing is available only on request, and the premium cost structure tends to place it out of reach for smaller or budget-conscious teams. The combination of financial stability, analyst recognition, and direct entity control makes it a credible choice for mid-to-large enterprises prioritizing compliance and scale.
Best for: Mid-size to enterprise companies that need broad international coverage across 188 countries and want direct entity ownership backing their employment relationships.

Owns most of its global entities, providing direct control over employment processes
Established industry pioneer with over 10 years of experience
Advanced technology platform with extensive integration capabilities
Strong financial backing with $4.2 billion valuation
Partnerships with major HR service providers
Recognized industry leader by major analyst firms
Cons
Premium pricing structure may not suit smaller businesses
Limited flexibility in some customization options
Platform complexity may require initial learning curve
52 of 53 countries in Europe, 4.5/5 across 476 reviews
Our verdict
RemoFirst is one of the most price-competitive EOR providers available, starting from $199 per month for employer of record services and from $25 per month for contractor management across 179 countries. The pricing and coverage breadth make it a strong fit for cost-conscious teams hiring internationally at scale, though its 2021 founding means it carries less of a track record than longer-established competitors, and HR software integration options are currently limited.
Best for: Early-stage and growth-stage companies that need to hire employees or contractors across multiple countries quickly and want to keep per-seat costs low.
Pros & cons
Pros
Extensive coverage across 180+ countries
Quick 24-hour onboarding process
Straightforward, user-friendly platform
Complete contractor management at $25 per contractor
Included health insurance options through RemoHealth
Most competitive pricing in the EOR industry
Cons
Limited integration options with other HR software
Newer market player compared to established competitors
40 of 53 countries in Europe, 4.9/5 across 5,468 reviews
Our verdict
Pebl (formerly Velocity Global) covers 175 countries and draws strong compliance ratings on G2, making it a credible choice for companies that prioritize legal certainty over cost. Pricing is available on custom quote only, and some workflows still require human involvement, which may not suit teams expecting full automation.
Best for: Mid-to-large teams hiring across multiple regions who need localized compliance support and broad HRIS integrations rather than the lowest possible per-seat cost.
43 of 53 countries in Europe, 4.7/5 across 20,427 reviews
Our verdict
Deel covers 153 countries with EOR services starting from $599 per month, making it one of the broader options available for companies hiring across multiple regions simultaneously. The platform consolidates employment contracts, payroll, benefits, and tax filing into one interface, which reduces the operational overhead of managing separate tools. The trade-off is pricing that sits at a premium compared to some competitors, and benefits customization beyond standard packages is limited.
Best for: Companies scaling international teams across multiple continents who need a single platform to handle compliant hiring, payroll in multiple currencies, and locally relevant benefits without assembling point solutions.
★ 4.6 across 22,330 reviews · $599 / employee / mo
46 of 53 countries in Europe, 4.8/5 across 174 reviews
Our verdict
Rivermate suits companies building international teams who want a single dashboard covering payroll, benefits, and compliance across 174 countries, starting from $319 per month for EOR engagements. The platform draws strong third-party ratings on G2 and Capterra (both 4.9), though teams managing employees across many countries should expect a learning curve before getting full value from the toolset.
Best for: Growing companies that prioritize personalized support and want one platform to manage hiring, payroll, and benefits across a wide range of markets.
47 of 53 countries in Europe, 4.4/5 across 156 reviews
Our verdict
Papaya Global suits larger organizations that need direct control over payment processing and advanced compliance tooling across a wide footprint of 163 countries. EOR services start from $499 per employee per month, which sits at the higher end of the market, making the cost easier to justify at enterprise scale than for smaller teams. Third-party ratings are generally positive on G2 (4.5 from 55 reviews) and Capterra (4.5 from 43 reviews), though Glassdoor scores (2.7 from 356 reviews) are worth noting when evaluating the provider.
Best for: Papaya Global fits enterprise or high-growth companies managing payroll across multiple countries that require deep integrations, payroll analytics, and direct payment infrastructure.
44 of 53 countries in Europe, 4.5/5 across 8,409 reviews
Our verdict
Remote covers 186 countries and operates through directly owned local entities, which gives it a strong compliance footing but also drives pricing that starts from $699 per month for EOR services. The owned-entity model, combined with tools like Remote IP Guard and stock options management, makes it a serious option for companies that need more than basic payroll. Smaller teams or those with straightforward needs may find the feature depth more than they require.
Best for: Growth-stage or mid-market companies hiring internationally across multiple countries that need built-in IP protection, equity management, and benefits administration under one platform.
What is the best Employer of Record for hiring across Europe?
There is no single best provider independent of the hiring plan. Multiplier and Globalization Partners cover all 53 countries and territories tracked in Europe and top this shortlist on the combined coverage-and-rating rule; Pebl carries the highest rating in the top 8 at 4.9/5 but covers 40 of 53 countries. The right choice depends on which countries are actually on the hiring list.
How many countries in Europe do EOR providers typically cover?
Among the top 8 providers on this shortlist, coverage ranges from 40 of 53 (Pebl) to 53 of 53 (Multiplier and Globalization Partners), with RemoFirst at 52, Rivermate at 46, Papaya Global at 47, Remote at 44 and Deel at 43. Coverage outside this shortlist varies more widely; providers must cover at least half of the region and hold a minimum rating to qualify for this list at all.
How much does an Employer of Record cost in Europe?
Among the top 8 providers, published EOR plans start from $199 per employee per month at RemoFirst up to $699 at Remote, with Multiplier at $459, Rivermate at $319, Papaya Global at $499 and Deel at $599. Globalization Partners and Pebl list price on request instead, which means the total cost only becomes comparable after a sales quote.
Can an EOR provider hire contractors and employees in the same country?
Six of the top 8 providers on this shortlist publish separate contractor pricing alongside their EOR rate: Multiplier from $40, RemoFirst from $25, Deel from $49, Rivermate from $149, Papaya Global from $199 and Remote from $29 per month. Globalization Partners and Pebl do not publish a contractor rate. That structure allows a company to start a working relationship as a contractor and convert to an EOR employee later with the same provider.
Is Employer of Record coverage the same across all of Europe?
No. Europe covers 53 countries and territories in EOR Overview's tracking, and even the providers with the broadest reach on this shortlist cover between 40 (Pebl) and 53 (Multiplier, Globalization Partners) of them. Local employment rules, such as notice periods and statutory benefits, also vary by country and should be checked per hire regardless of provider.
How are these EOR providers ranked for Europe specifically?
The ranking rule requires covering at least half of the 53 European countries and territories tracked, a rating of at least 4.0, and at least 100 counted reviews. The score weights region coverage at 70% and rating at 30%. Ratings blend G2, Trustpilot and Capterra scores and are smoothed toward the pool average so small review bases don't outrank larger ones on a small margin. On this basis Multiplier (53 countries, 4.8/5, 2,179 reviews) and Globalization Partners (53 countries, 4.4/5, 1,268 reviews) rank first and second.
