Top EOR providers in Turkey

Our shortlist at a glance, ranked by overall fit for teams hiring in Turkey. Read on for the full breakdown of each.

How we ranked: Providers with active EOR coverage in Turkey, rated at least 4.0 from at least 50 counted customer reviews. Score is 60% rating and 40% share of the 245 countries and territories we track. Ratings are smoothed toward the pool average with a prior of 1,000 reviews, so a small review base cannot outrank a large one on a tenth of a point. Ratings are the review-weighted average of G2, Trustpilot and Capterra, the platforms’ own scores, not ours; Glassdoor (employee reviews) is not counted.

Why use an Employer of Record in Turkey?

Using an Employer of Record (EOR) in Turkey offers several key advantages for companies looking to expand their operations:

  • Severance owed from day one of the second year. Turkish law entitles an employee with at least one year of service to statutory severance of one month's salary per year worked, and the amount only grows with tenure and salary increases.
  • Tenure-based notice bands. Statutory notice runs from 14 days for employees under six months' service up to 56 days for those past three years, with the increments in between tied to specific tenure thresholds.
  • Social security and payroll filings with SGK. Employer contributions of 18.52 percent of gross sit alongside an employee contribution of 15 percent, both remitted through the Turkish social security institution on a routine cycle.
  • Just-cause termination standards. Dismissal after probation requires a valid reason recognised under Turkish labour law, and a termination found wrongful can trigger reinstatement or materially higher compensation than the statutory severance and notice figures.
  • Wage indexing against a high-inflation economy. With inflation recorded at 34.9 percent for 2025 and a minimum wage that is revised to keep pace, pay bands in Turkey shift more often than in low-inflation markets.

What to pay attention to when selecting an EOR in Turkey?

These are the compliance points that make hiring in Turkey complex, and what a good EOR should be handling for you:

  • Underestimating severance exposure. Severance in Turkey is not a discretionary benefit, it is a statutory entitlement equal to one month's salary per year of service once an employee passes one year of tenure.
  • Misapplying the notice schedule. The required notice period is not a single number, it moves in four bands from 14 days under six months of service to 56 days beyond three years.
  • Treating probation as unrestricted termination. The standard probationary period is 60 days, but a defensible reason is still expected for dismissal once that window closes, and a poorly documented termination can be challenged as wrongful.
  • Overlooking the full employer contribution rate. The 18.52 percent employer social security rate is charged on top of gross salary, and combined with an employee contribution of 15 percent and a total tax wedge recorded at 40.3 percent for 2025, the effective cost of a hire runs well above the quoted salary.
  • Missing statutory leave entitlements. Turkey mandates 16 weeks of maternity leave, a paternity entitlement of one week, and 14 public holidays a year, none of which map cleanly onto policies designed around other countries' calendars.

Our verdict

Pebl (formerly Velocity Global) covers 175 countries and draws strong compliance ratings on G2, making it a credible choice for companies that prioritize legal certainty over cost. Pricing is available on custom quote only, and some workflows still require human involvement, which may not suit teams expecting full automation.

Best for: Mid-to-large teams hiring across multiple regions who need localized compliance support and broad HRIS integrations rather than the lowest possible per-seat cost.

#3
Deel
covers Turkey, 4.7/5 across 20,427 reviews, 153 countries
Deel platform screenshot

Our verdict

Deel covers 153 countries with EOR services starting from $599 per month, making it one of the broader options available for companies hiring across multiple regions simultaneously. The platform consolidates employment contracts, payroll, benefits, and tax filing into one interface, which reduces the operational overhead of managing separate tools. The trade-off is pricing that sits at a premium compared to some competitors, and benefits customization beyond standard packages is limited.

Best for: Companies scaling international teams across multiple continents who need a single platform to handle compliant hiring, payroll in multiple currencies, and locally relevant benefits without assembling point solutions.

Pros & cons

Pros

  • Wide Geographic Coverage: Established presence in over 150 countries, offering truly global hiring capabilities.
  • User-Friendly Platform: Intuitive interface that simplifies complex international hiring processes.
  • Quick Setup: Businesses can hire international employees within days rather than weeks or months.
  • Extensive Benefits Options: Offers competitive, locally-relevant benefits packages in each country.
  • Strong Compliance Track Record: Regular updates to maintain compliance with changing local regulations.
  • Advanced Payroll Features: Supports multiple currencies, payment methods, and automated tax calculations.

Cons

  • Limited Custom Benefits: Some restrictions on customizing benefits packages beyond standard offerings.
  • Platform Dependencies: Relies heavily on digital processes, which may not suit all traditional businesses.
  • Pricing Structure: Premium pricing compared to some competitors, reflecting complete service offering.

Remote
covers Turkey, 4.5/5 across 8,409 reviews, 186 countries

Our verdict

Remote covers 186 countries and operates through directly owned local entities, which gives it a strong compliance footing but also drives pricing that starts from $699 per month for EOR services. The owned-entity model, combined with tools like Remote IP Guard and stock options management, makes it a serious option for companies that need more than basic payroll. Smaller teams or those with straightforward needs may find the feature depth more than they require.

Best for: Growth-stage or mid-market companies hiring internationally across multiple countries that need built-in IP protection, equity management, and benefits administration under one platform.

★ 4.5 across 9,001 reviews · $699 / employee / mo

#5
Rippling
covers Turkey, 4.8/5 across 20,513 reviews, 83 countries

Our verdict

Rippling suits companies that want HR, IT, and finance tools consolidated in one platform alongside EOR services, reducing the need for separate software stacks. The main trade-off is cost and complexity: EOR pricing starts from $499 per employee per month, and the breadth of the platform can require meaningful onboarding time for new users.

Best for: Tech-forward companies that already manage distributed teams and want payroll, IT provisioning, and compliance handled inside a single connected system.

★ 4.7 across 21,616 reviews

#6
RemoFirst
covers Turkey, 4.5/5 across 476 reviews, 193 countries

Our verdict

RemoFirst is one of the most price-competitive EOR providers available, starting from $199 per month for employer of record services and from $25 per month for contractor management across 179 countries. The pricing and coverage breadth make it a strong fit for cost-conscious teams hiring internationally at scale, though its 2021 founding means it carries less of a track record than longer-established competitors, and HR software integration options are currently limited.

Best for: Early-stage and growth-stage companies that need to hire employees or contractors across multiple countries quickly and want to keep per-seat costs low.

★ 4.4 across 512 reviews · $199 / employee / mo

#7
Rivermate
covers Turkey, 4.8/5 across 174 reviews, 174 countries

Our verdict

Rivermate suits companies building international teams who want a single dashboard covering payroll, benefits, and compliance across 174 countries, starting from $319 per month for EOR engagements. The platform draws strong third-party ratings on G2 and Capterra (both 4.9), though teams managing employees across many countries should expect a learning curve before getting full value from the toolset.

Best for: Growing companies that prioritize personalized support and want one platform to manage hiring, payroll, and benefits across a wide range of markets.

★ 4.8 across 174 reviews · $319 / employee / mo

#8
Globalization Partners
covers Turkey, 4.4/5 across 1,268 reviews, 188 countries

Our verdict

Globalization Partners is a well-established provider covering 188 countries, with entity ownership in most of its markets and a technology platform that connects with major HR tools. Pricing is available only on request, and the premium cost structure tends to place it out of reach for smaller or budget-conscious teams. The combination of financial stability, analyst recognition, and direct entity control makes it a credible choice for mid-to-large enterprises prioritizing compliance and scale.

Best for: Mid-size to enterprise companies that need broad international coverage across 188 countries and want direct entity ownership backing their employment relationships.
